Official news that the Young Men’s Academy (YMA) at Jefferson High School will close at the end of this school year is certainly no surprise. But rather than point fingers over obvious mistakes, we should pause and reflect on the lessons to be learned.
Jefferson, Oregon’s only majority black high school, is emblematic of how Portland Public Schools treats its black students. No other high school in Portland offers as few classes as Jefferson — 34 classes currently listed (not counting dance classes), with no music, chemistry, physics, calculus, world languages other than Spanish, or a single A.P. class — and no other high school has experimented with gender segregation or uniforms.
The first lesson we should take away from the failed experiment in not just gender segregation but also “smallness” taken to the extreme, is that size matters. This is a lesson PPS needs to learn system-wide. If we are unwilling or unable to pay for it, we shouldn’t design it into the system.
The young women at the Jefferson Young Women’s Academy (YWA), though faring better than their counterparts at the YMA, are still suffering from unfunded smallness. They are the only high school campus in the district without a staffed library. They also are cut off from the after-school programs at Jefferson, with no transportation provided to and from their satellite campus two miles away.
We should also remember that both YMA and YWA have so far served mostly middle grade students — high school grades have been phased in as students age up — and that the Jefferson cluster does not have a middle school.
By far and away the most important lesson to learn from the failure of Jefferson’s YMA is one of fundamental fairness. Why is the choice of middle grade students in the Jefferson cluster between K-8 or gender-segregated 6-12? Why doesn’t the Jefferson cluster (and Madison, too) have a comprehensive middle school option, like every other cluster in Portland?
Or, to put it more bluntly: Why do we insist on treating black students so much differently (that is, worse) than everybody else?
We should know by now that endless promises, experiments and reconfigurations have only made Jefferson weaker and less desirable to the greater community — declining enrollment figures don’t lie. More of the same may be seen as confirmation of the suspicion heard frequently around the neighborhood: that PPS wants Jefferson (and its black students) to fail.
In the end, what we should take away from this particular failed experiment is that Jefferson students need what all students need: a rich and interesting curriculum, taught by experienced teachers, with opportunity in their neighborhood on par with every other neighborhood in the district.
Portland Public Schools has the facilities, and, more importantly, the neighborhood student populations, to support comprehensive high schools and middle schools in all nine clusters. But the district’s twin experiments in “smallness” and “choice” have led to a system wildly out of balance and shamefully unfair to the students most in need of a comprehensive education.
Perhaps the announcement of YMA’s demise on the day before a historic election augurs a new day, one in which black students in Portland, Ore. have the same kinds of schools in their neighborhoods as white students, and they are no longer subject to ill-conceived, under-funded experiments and second-tier opportunity.
One can only hope.

Talk about playing both sides for the middle.
The newest member of the Portland Public Schools Board of Education is already demonstrating keen political instincts. Even as he speaks of representing minority communities, he’s falling in line with the group think of the board.
“I’m not going to go there and just be an opposition candidate,” says Martín González in a Portland Tribune story by Christian Gaston.
“I think people are looking for magical solutions and I like Kool-Aid, but I don’t think that’s how it works.”
I think González, who has not responded to PPS Equity e-mail challenging him to take bold positions on critical issues, may be talking about us.
Personally, I can’t stand Kool-Aid. And I don’t think having comprehensive secondary schools in our least wealthy neighborhoods and a neighborhood-based enrollment policy is asking for magic. I think it would be equitable, balanced, sustainable public education and investment policy.
If González thinks that’s asking for magic, I think he’s being incredibly cynical.
He falls right in line with the company dogma about transfer and enrollment policy.
González said that the district’s transfer policy isn’t responsible for segregating students: Instead, parents and students are separating themselves.
“The reality is, I think, our society is still segregated,” González said.
Yes, society is segregated, and yes, people do self-segregate. I’ve written about that quite a bit, in fact.
But this doesn’t excuse the district’s policy that encourages more of it. The fact remains that our schools have become dramatically more segregated, both in terms of ethnicity and economics, than the neighborhoods they serve.
This policy González is defending, coupled with the school funding formula, divests over $40 million a year from our least wealthy, least white neighborhoods.
I can understand the perspective of wanting to keep options for poor and minority students, who are disproportionately assigned to schools that the district has not just neglected, but has actively gutted and broken into small schools with dramatically reduced opportunity.
This is why I’ve proposed a transfer policy — predicated on first providing comprehensive secondary schools in every cluster — that allows students to transfer freely, so long as their transfer doesn’t aggravate socio-economic segregation (much like the Black United Front’s 1980 desegregation plan, but keyed on economics instead of race).
This policy would allow disadvantaged students to choose from virtually any school, but keep most students in their neighborhood schools. It would balance our public investment in proportion to where students live, bring equity of opportunity to all students, and it would tend to desegregate schools in all neighborhoods. And best of all, it would cost taxpayers less than the current model with all its built-in inequities.
This isn’t magic, Mr. González, this is sound public policy. If we could do it in 1980, we can do it in 2008.
Platitudes about bringing a new voice to the table and tracking individual student achievement don’t mean much when the policies of Portland Public Schools continue to drain enrollment and public investment from our poorest neighborhoods and deprive the students there of basic opportunity available to students living in the wealthier, whiter parts of Portland.
It’s looking like the school board and their patrons got exactly what they were looking for. A minority male, which changes the balance of the board from 85% female and 71% white to 71% female and 57% white, making the board look more like the 55% white school district they lead.
But best of all, the powers-that-be manage to keep their own white asses covered with a seemingly representative board defending policies which disproportionately hurt poor and minority neighborhoods and students to the benefit of wealthier, whiter ones.
You’ve got to hand it to them; they know exactly what they’re doing. And it sounds an awful lot like class war to me.

As the newest member of the Portland Public Schools board of education, I would like to extend a cordial welcome to Martín González in the form of a challenge on a number of critical issues, in no particular order.
- High schools: advocate for comprehensive high schools in every neighborhood, with the schools offering the best variety of courses and the most qualified teachers sited in the poorest neighborhoods. This policy, the inverse of the current high school system, would rebuild enrollment and public investment where it is most needed. “Small schools,” as currently implemented, may be offered as a special focus, but should never be substituted for comprehensive schools.
- Facilities: advocate for building new facilities based on where students live, not where they’ve transferred, a policy of investing in proportion to local student population and encouraging families to stay in (or return to) their neighborhood schools.
- K8 transition: advocate for a comprehensive middle school option in every neighborhood. K8 schools may be the best option for some students, but they offer dramatically less educational opportunity and are more segregated than middle schools. (Before this transition, every middle school student in PPS had access to a staffed library. Now many do not.) PPS middle grade students assigned to K8 schools are significantly more likely to be non-white and poor than those assigned to middle schools. If any student has a middle school option in their neighborhood, all students should.
- No Child Left Behind: bring a resolution to the board calling for the repeal of the punitive aspects of this law that unfairly target poor and minority students, and introduce policy directing district administration to de-emphasize assessment in favor of a more rounded, whole-child educational focus.
- Student transfer and school funding policies: advocate for a school funding policy that would reinvest in schools that have been gutted by out-transfers as a way to bring enrollment back. Introduce policy that would shift our public investment back to where families live, and guarantee a minimum core curriculum (including the arts) in every neighborhood school. If you really want to be bold, propose policy that would limit neighborhood-to-neighborhood transfers to those that would not adversely impact socio-economic segregation. That is, students who qualify for free or reduced lunch could basically transfer anywhere, but other students could only transfer into Title I schools, much like the transfer policy in place during the 1980 desegregation plan (but keying on income instead of race).
- Charter schools: come out strongly for neighborhood schools. Learn from charter school applications what’s missing in our neighborhood schools, and advocate for policy to provide these things in neighborhood schools. The most recent PPS charter school proposal suggests nothing we shouldn’t already be doing in every neighborhood school.
González has a unique opportunity to “audition” for the seat that he will have to win by popular vote in May. How he performs on each of the above issues will signal where he stands with those of us who want school system based on equity of opportunity, where the wealth of a neighborhood does not correspond to the wealth of offerings in its schools.

In an e-mail sent to staff and some community members, Carole Smith expresses great enthusiasm and joy in her work on the first day of school. As a parent, I find this encouraging.
What I find discouraging is how she frames the issue of equity.
“…[W]ith every decision,” writes Smith, “we must ask ourselves about equity. All too often, a student’s family income and ethnicity predict his or her eventual success in school.”
This is true, sad, and terribly unjust.
But this defines equity exclusively in terms of outcomes. It omits two critical facts. The first is that as a school district, we control only a small portion of the inputs that lead to unequal outcomes.
Secondly, by focusing on outcomes, we conveniently avoid the inconvenient fact that a student’s race and income are also extremely accurate predictors of the wealth of curriculum and the level of teacher experience on offer at that student’s school.
The problem with striving for equity in outcomes is not that it’s a bad goal. It’s imperative that we improve things for our poorest students. The problem is that it is impossible for any school district to do this alone. We need a concerted federal, state and local anti-poverty program to make a serious dent in this problem.
“Closing the achievement gap” is a logical fallacy, in fact, and it’s perpetuated by the a breed of “reformers” we’re all familiar with: the Gates and Broad foundations, and our old friend Vicki Phillips. As they have pursued this false, unattainable goal, they have driven public investment out of Portland’s poor and minority neighborhoods and have set up schools for failure. This has led to increased out-transfers and decreased opportunity, and is a logical path to school closures. There can be no question that as a national movement, this is opening the door for more charter schools, and from there it’s just a small step to vouchers.
I don’t believe Carole Smith wants to convert our schools to charters or give out vouchers for private Christian schools. But I do believe her concept of equity is unduly influenced by those who are doing active harm to the institution of the common school.
It is a fundamental truth that we as a school district can never attain equity in terms of “success in school.”
Success, or “achievement,” are terms that boil down to extremely crude metrics (standardized tests and graduation rates), and they invariably have led to a narrower, shallower curriculum with a focus on “core” academics (numeracy and literacy) in Portland schools that serve disproportionate numbers of poor and minority students.
I’ve documented repeatedly how secondary students in the Jefferson, Madison, Marshall and Roosevelt clusters have been systematically robbed of comprehensive high schools (0 remain) and middle schools (3 remain). The predominately white, middle class students in the Cleveland, Grant, Lincoln and Wilson clusters have preserved their comprehensive high schools (all 4 remain) and middle schools (6 remain, including two each in the Wilson and Cleveland clusters).
It’s not hard to see how this reduction in the breadth and depth of curriculum would actually be detrimental to “achievement.”
Instead of tilting at windmills trying to shape outcomes while controlling only a small portion of the inputs that contribute to a student’s success or failure, Portland Public Schools needs to focus on the inputs it does control: equity of opportunity. This we can achieve, with existing funding, city-wide, today. We can end the equity “debate,” and I’ll gladly shut down this blog tomorrow, and start hammering on the state for better funding.
Let’s talk about equity in terms of not being able to tell the wealth of a neighborhood by the wealth of course offerings at the local high school.
Until we first see it in this light, and as a greater societal issue of poverty, it’s hard to take seriously the conflation of “equity” with the the logically false goal of “closing the achievment gap.”
Don’t get me wrong. I like Carole Smith, especially her energy, enthusiasm, and her desire to work with stakeholders to find solutions. She ends her e-mail with a quote from Ron Heifetz: “Solutions are achieved when ‘the people with the problem’ go through a process together to become ‘the people with the solution.'”
It is my goal to help our superintendent recognize the problem of approximately half of Portland as one of dramatically unequal opportunity. If you stand on the eastern boundary of PPS and look west, it’s hard to miss that students on the fringes of PPS (and of society) have been getting a progressively worse and worse deal as we strive to “close the achievement gap,” a process which has systematically widened the “opportunity gap.”
Instead of focusing on crudely measured outcomes, largely determined by inputs we have no control over, we need to focus on the inputs over which we have total control.
I firmly believe that if we first address the opportunity gap, gains in closing the achievement gap will follow.

Portland Public Schools’ student transfer system transfers public investment out of our neediest neighborhoods and hands it to the wealthiest.
The poor are the biggest public school philanthropists in Portland, to the tune of 40 some million dollars a year.
The solution: rebalance enrollment. The Jefferson cluster alone had a net loss of 1,949 students to out-transfers last school year. At a conservative estimate of $5,800 per student, that’s over $11 million of public investment drained from the Jefferson cluster alone.
That’s a lot of money, but more importantly, it robs the cluster of the economies of scale that allow other clusters to offer more curriculum at lower cost.
The other clusters with significant net losses to out-transfers are Marshall (1,441), Roosevelt (1,296) and Madison (1,067).
If we put these students in schools in their neighborhoods, we would not only be able to return comprehensive education afforded by economies of scale, we would also relieve significant overcrowding at schools like Grant, Cleveland and Lincoln.
This solution has been staring district leaders in the face for a long, long time, but they refuse to even speak of it. Why? As far as I can tell, the reasons are two-fold:
- fear of losing enrollment (they hear from their affluent white friends that they would send their children to private school if this happened) and
- fear that balancing enrollment and opportunity would mean equalizing downward in white middle class neighborhoods.
In other words, despite the demonstrable harm they are doing to at least half the students of Portland, the perceived risk to their constituency outweighs the clear benefit to the greater common good.
Make no mistake, this is class war, and the only Robin Hoods are the reverse type.

Make no mistake, talk of converting Benson High School to a two-year, part-time CTE (Career Technical Education) center means that Benson is the first of Portland’s ten high schools to go on the chopping block.
District leaders have broadly hinted that they will close two high schools. If they convert Benson to a CTE center, would they only need to close one cluster school? Or are they considering closing two schools in addition to the Benson conversion? Any guesses which remaining high schools they would close or “merge”?
Logic, demographics and building conditions may indicate Lincoln and Wilson merging in a new facility. East side schools could rebuild or remodel, but continue to serve their neighborhoods (and be in place for the expected population boom coming in the next 15-20 years).
More likely, of course, they’re eyeballing east-side schools like Marshall and Madison for closures and mergers. Or Roosevelt and Jefferson. And rebuilding Wilson and Lincoln to the satisfaction of the west-side elites, of course, perhaps moving Lincoln and giving the land to Homer Williams in the process.
Get ready to fight for your high school, Portlanders.

The 2007-08 PPS school year heard lots of talk of equity, but no common vision has emerged for what that means or how we can get there.
Things started on a cautiously optimistic high note with the hiring from within of Carole Smith, whose staff started saying the right things about equity.
The school year built to a climax with the mayor’s week at Jefferson in January, but the wind started to come out of the sails with a new budget that brings further staffing cuts at schools in poor neighborhoods. Questions remain about the district’s commitment to “proof points” at Jefferson, such as merging the academies, to say nothing of restoring the performing arts department or restoring AP classes.
Questions about the PK-8 transition bubbled up and led to Smith’s first encounter with an angry mob. She responded with an action team. Some of the biggest holes are plugged, but PK-8 remains in crisis, still short library staff for eight schools.
In the end, we still don’t know: What defines equity? There have been no changes to the policies most responsible for inequity (open transfers and the school funding formula). Worse, the district seems fixed in a mindset that they can guarantee outcomes for children affected by poverty. But this mindset has subjected our poorest children to less educational depth and breadth, and can only accelerate out-transfers of those better off.
The longer they try to deliver “equity” like this, the more inequitable things have gotten.
Ultimately, the only path to equity is equal opportunity and balanced enrollment. That is (like I said in September), we’ve got to define a comprehensive curriculum (including arts, libraries, technology, etc.) and deliver it in every neighborhood school, and we’ve got to talk about the transfer policy in the detail requested by the Flynn-Blackmer audit, issued two years ago this month.

Report on transfer policy and neighborhood funding inequity presented to school board
I present the school board and interim superintendent Ed Schmitt the first draft of my report Charting Open Transfer Enrollment and Neighborhood Funding Inequities (261KB PDF). The report details how the district’s transfer and enrollment policy takes significant funding from our poorest neighborhoods — over $40 million in 2006-2007 — and hands it to our wealthiest neighborhoods. The poorest school clusters — Jefferson, Madison, Marshall and Roosevelt — continue with disproportionate program cuts as enrollment and funding flow to more affluent neighborhoods. Schools in wealthier neighborhoods effectively maintain comprehensive programming at the expense of our poorest citizens.

Before Carole Smith is hired, the school board votes to allow the Trail Blazers to “donate” the refinishing of our ten high school gym floors in exchange for the placement of permanent corporate ads. Mayor Potter comes to Jefferson
The school board comes, too, and is met with a parade of students speaking eloquently about the lack of rigorous and varied course offerings available to them. The Jefferson High School PTSA presents the school board with their comprehensively damning resolution calling for an end to the transfer policy that has devastated the schools in our poorest neighborhoods. I put in my two cents worth, too, addressing the intolerable inequity created by the board’s transfer policy.
The whole scene is repeated Wednesday, when the City Council meets at Jefferson. In addition to the students and PTSA members, city council candidate and Wilson High parent Amanda Fritz addresses the council about the glaring differences between her daughter’s school and Jefferson. I speak of the school district and city working at cross purposes.
The week wraps up with the mayor’s state of the city address to the City Club on Friday, with club members getting a tour of Jefferson’s half-empty library, and the mothballed metal shop, TV studio and band room.
The entire week leaves the Jefferson community buoyed by a sense of hope and possibility. How could a city like Portland tolerate such glaring inequity?

Over the summer
Teachers and students get summer vacation, but the school board never sleeps. They meet all summer, and three of them will be entering the final year of their term (Henning, Ryan and Sargent). Will the transfer policy be addressed in a meaningful way? Will we finally figure out how to talk about high schools, school mergers (closures) and facilities, all in one fell swoop? Will anybody present a vision for what PPS will look like in five years? Stay tuned….

With the virtually unchallenged* talk of 300,000 new residents moving to Portland, and the need to build more high-density housing near rail transit to accommodate them, it’s curious that nobody talks about the role of schools in people deciding to move to a city.
An article posted today in Pittsburgh’s POP City profiles a couple with a young child about to start school who decided to leave San Francisco so their son could have a better chance at things.
After extensive research, they came up with a short list: Portland, Boulder, Seattle, Asheville, N.C., Pittsburgh, Burlington, VT. and Minneapolis.
Wait a minute… Pittsburgh? Well, you guessed it; that’s where they ended up. And guess why the ruled out Portland?
“Portland, while culturally rich, had higher real estate prices and public schools that did not measure up.”
Guess why they ruled out Minneapolis? “Minneapolis had a public school lottery which was out of the question.”
I’m not saying we need to build up our schools to attract new residents. But when our schools are shaming our city, maybe it’s time to act. Portland Public Schools are depriving students of opportunity they can never recover, threatening the future of our city.
