The Portland Schools Foundation (PSF) is mostly doing away with its competitive grant program, and will award most of its Equity Fund money based on need. Under the leadership of former PPS school board co-chair Dan Ryan, the foundation will also allow schools to hire teaching staff with the money, something that was not previously allowed.
This is a serious step toward ending the cruel irony of a system that has allowed wealthy families to directly fund teachers at their schools while scattering crumbs across the rest of the district. I and others have been calling for exactly this kind of reform for quite a while.
Dan Ryan deserves kudos for taking this first important step, but let’s go all the way. Eliminate the $10,000 exemption (wealthy schools keep all of the first $10K they raise) and raise the equity contribution to 50% (wealthy schools currently tithe 30% of funds raised). Only when we can hire one teacher in a poor school for every teacher hired with private fund-raising in a wealthy school will the Equity Fund live up to its name.
In other news, PPS COO Cathy Mincberg will leave the district May 15, according to a press release.

Things have been lively at PPS Equity lately. Chalk it up to growing pains (readership suddenly doubled and comments went through the roof a a few weeks ago), but I’ve had to become a little proactive on moderation of discussions. A few notes with regard to a recent complaint about this moderation:

When you’re participating in a discussion here, you’re my guest. As such, I want to make my guests — especially those typically on the short end of the stick in the issues at hand — feel comfortable expressing themselves. If one boorish guest makes several well-mannered guests want to leave, I’m going to err on the side of the well-mannered guests.
I am interested in minority opinions here. Majority opinions, by definition, dominate in the world around us. This is an alternative publication, intended to give voice to people who are not well-represented in mainstream media and organizations.
Minority opinions have always been shouted down in the public square, and majority rule frequently denies basic civil rights when majority privilege is perceived to be under threat.
If we’re discussing how to lessen inequity, I’m not interested in arguing whether inequity exists. Likewise, if we’re talking about race, I don’t want to host arguments that white privilege doesn’t exist. And since the education of our children is at the center of everything here, I’m definitely not interested in giving grown-ups a platform to trash talk students for typos.
This is not a freedom of speech issue, it is a freedom of press issue. I own this press; I decide what gets published (and until very recently, I’ve published every comment that’s been submitted). Anybody with access to the library can get a free blog of their own at WordPress or several other sites, and discuss whatever they choose. If they follow the rules here, they can even post a link to their own blog.
I do not take lightly the decision to moderate a discussion — by admonishment, editing comments, deleting comments, moderating certain users, or, as a last resort, banning users. I have a strong presumption to allow all voices to be heard, but that is tempered by a desire to work toward social justice. Yes, this Web site has a point of view, and I’m not going to let it get derailed.
In time I’ve published PPS Equity, the vast majority of participants have been respectful, mature, intelligent and informed, even when in disagreement. You, the readers, have contributed far more column inches to this site than me. I’ve learned a ton, and have been respectfully corrected on a number of issues I thought I had a line on.
I’ve participated in online discussions — Usenet, e-mail lists, Web forums and blogs — for over a decade. So I can say with some authority that the tone of discussion here is something we should all be proud of (see, for example, how ugly things have been getting on another Portland site). I don’t know of any other political Web site that rises to the level of discourse here. I’m not about to let one person change that.

In the models for high schools, I see two things that are not being addressed: (1) race/class differences that drive people apart and send some families fleeing from their neighborhood schools, and (2) the reasons why kids drop out of high school. If the design does not address one of the major reasons why families flee, and if it does not address why kids drop out, then the unintended consequences of the current enrollment and transfer policy will be worsened, not improved.
Let me start with race/class differences.
Today, kids in Jefferson are disproportionately low-income and black, whereas in Roosevelt they are disproportionately low-income black and Hispanic. Kids in Lincoln are disproportionately affluent and white. So if we support Model A or B, won’t Lincoln continue to be an affluent white school, Jefferson a low-income black school, and Roosevelt a low-income black and Hispanic school? Since the demographics of the schools are largely reflective of the neighborhoods, then you are likely going to promote racially and economically segregated schools. Is this OK as long as all the schools are high quality?
But given the challenges that schools face that have high concentrations of poverty, can they really be equal in terms of teaching and learning outcomes and produce environments that promote educational excellence? Schools with high concentrations of poverty will need more assistance (e.g., more funding to create smaller class sizes and more guidance counselors), and they may face more challenges. If the additional assistance is not provided and the challenges not met, my concern is that students will want to flee these schools, no matter what their offerings are.
As you recall, not so long ago there were comprehensive high schools and middle schools in low-income areas in PPS. What happened to them?
Students fleeing their low-income neighborhood schools: we all know this has been the unintended consequence of the enrollment and transfer policy. So what are the new models going to do to prevent this from happening?
I would recommend that a program at all of the schools be established that deals explicitly with the issues of racism, poverty, and multiculturalism. If we take the idea of student academies included in the Model A design, these groups of students could be racially and economically diverse. Part of their work together would involve periodic guided conversations with a teacher/facilitator in which the students would discuss racism and poverty and inter-cultural communication. An example of this sort of program is Anytown, sponsored by the National Conference for Community and Justice.
The design would acknowledge the challenge of nurturing and sustaining a diverse learning community and would take the challenge head on. The design would also acknowledge that “white flight” has happened before and can just as easily happen again. So it must take this phenomenon into consideration and deal with it explicitly.
In this way, the high schools will lead the way in promoting larger conversations about how we can nurture and sustain diversity in the larger Portland community. In the end, our high school students would become community role models.
Finally, let me turn to why kids drop out of school.
According to a 2006 Gates Foundation study (1.1 MB PDF) on why kids drop out, nearly half of the kids surveyed said a major reason for dropping out was that classes were not interesting. These young people reported being bored and disengaged from high school. So do the designs increase or decrease interest and engagement? Part of the challenge here is that state law requires that core requirements be met in 9th and 10th grade, with very little room for students to choose classes of interest. Even if the new designs offer everything from anthropology to zoology, the students will not benefit from these diverse offerings until later. So can they wait that long to learn about what interests them? I would recommend an examination of the state law and push for fewer core requirements in 9th and 10th grade.
Another one of the other major reasons cited for why kids drop out is the feeling that no one cared about them. So how do these models promote caring? How do these models allow for teachers to get to know kids and to care for them and care about them? High school teachers currently have 130 to 150 students each. How much can be expected of them in this model? We know that a great teacher is often the critical difference for why kids succeed. So how do these models promote great teachers and great teaching?
If you went with Model A or B, you’d have to hire a lot more teachers to reduce class size and you’d have to budget and schedule for team-based professional development. These are the sorts of critical success factors that a teacher colleague of mine mentioned. As he said, this is not just about “effective structures,” the focus the district has chosen to take. You really do have to consider “Effective People” and “Effective Teaching and Supports” at the same time, the two other areas the district mentioned but has not focused on. Understood that you start with one, but once an “Effective Structure” has been chosen, then these other factors need equal if not more time and consideration.
So I’d like to to slow down the process and take the time to get this done right. We’ve already been through one very hurried, very unplanned redesign process with the K-8 reconfiguration. Let’s not have another. If we don’t redesign our high schools to solve the problems that are inherent in them, then what’s the point?

I’ve been troubled by the direction some recent discussions here have taken, as have some readers who have contacted me privately.
Discussions about poverty and race have pushed some into extreme frustration. One reader sent me this link as an illustration of the attitudes she has encountered on this site.
Another reader chafes at what she perceives as an anti-test bias on this site. She cites data showing “65% of PPS 10th grade black students getting a C or better in math but ODE assessments show[ing] only 21% of that population at benchmark.” There’s huge distrust of the district within minority communities, and this kind of data shows why.
Yes, we’ve seen district policy ostensibly aimed at narrowing the “achievement gap” contribute to a two-tiered school system. But that doesn’t mean the achievement gap isn’t real, that the district can’t take real strides in addressing it, or that we shouldn’t have some objective standards by which to measure the district’s progress in doing so.
This is just one example of where teacher-reformers clash — perhaps unwittingly — with civil rights activists, a fight I don’t want to get in the middle of.
The charter school discussion is another fight I’m weary of. It has veered repeatedly into personal territory, with charter parents getting passionately defensive about their personal choices, and charter opponents criticizing those choices with equal passion. From within that melee, I asked a simple question: How can charters contribute to the greater common good?
Besides modeling pedagogy that we already know works, nobody seems to have an answer to that succinct question (though some have pointed out how charters work against the common good).
At the end of the day, I’m not interested in hosting a pissing match about personal choices. I also don’t want to get too deeply into education reform issues, which increasingly seem to pit progressive-minded teachers against civil rights groups (not to mention their strange bedfellows in the market-oriented, anti-union, foundation- and corporate-funded “reform” movement).
I don’t doubt that education reformers want to help all students, and that charter parents would love a system where everybody wanted and got what they’re getting. But these discussions don’t seem to lead to much unity of vision or purpose.
One thing I know for sure: the enrollment and funding policies of Portland Public Schools have resulted in a pattern of public investment and placement of comprehensive schools that demonstrably favors white, middle class neighborhoods and students, to the detriment of the other half of the city. I’m not naive enough to think righting that wrong would be enough for our poor and minority students; I think the district should learn to walk and chew gum at the same time — i.e. address inputs and outcomes simultaneously.
But this is the focus I want to get back to here: what can we do to make our public school system fair, just and equitable for the greater common good? If we’re not working toward answering that question, I fear we’re getting sidetracked… just as we finally see signs of movement in that direction at the district level.

“The track record of PPS charter schools — and of the district’s success in managing and partnering with those schools — is a mixed bag. After 10 years, it is time for a deep and thoughtful assessment of charter schools, in theory and in practice.”
Given the Board’s rejection of the most recent charter applications, it looks like the worm might be turning. Odd timing, given the rest of the country under our new President is going ga-ga over charters.
Full disclosure: my daughter attends Trillium right now. There are lot of great things about the school, e.g., not holding kids to artificial benchmarks, integrating art and music across the curriculum, theme-based education that ties in different learning styles, project-based learning, and allowing kids to choose things they are interested in learning and then giving them time and support to pursue these things. As an educator and parent, I appreciate these forms of pedagogy.
I think we as a community need to look carefully at the charter movement here in PPS. Is there a way that charters can become community partners, or will they always serve a niche? And why?

PPS shifted to a K-8 configuration, but has never had a K-8 education plan.
The reconfiguration was poorly planned, done too quickly, and so was poorly executed. Let me qualify that by saying given the task and the timeline, I would guess that line staff were overwhelmed and did the best they could with not enough resources. The responsibility lies elsewhere.
And yes, there was no, and still is no, education vision for K-8s, it’s just a configuration.
As is obvious, there are substantial problems with enrollment, with some K-8s being overcrowded and some under-enrolled. Those schools that are under-enrolled either have an under-populated catchment area or lose middle grade students to other schools. As a result, they are hard pressed to offer adequate electives, and so the latter are in no position to retain more students. Adding to the imbalance in the Northeast is that Beaumont, after losing one of its feeder schools, has to recruit from other schools in order to remain viable.
K-8s, if properly implemented, do have some advantages over middle schools, in that they can be a more intimate atmosphere, and there is one less transition, which can be important for many kids. If the teaching staff is consistent, there will be teachers who know the kids all the way through 8th grade—potentially important relationships that can be maintained. If parent involvement is done right—and I mean specific programs to welcome all parents into the school community, good school-parent communication, education on what to do at home to help your child succeed, and inclusion of parents in decision-making at the school—then K-8s can be a great community. I think it’s tougher to do that at a middle school, and tougher for parents to work at school improvement, with only a three-year span. Finally, if a K-8 school intentionally links the big kids with the younger kids in positive ways, it’s a real plus.
On the down side, especially if you don’t have the population, you won’t be able to offer the electives. Socially, at any school, there are some kids who don’t mix well due to personality dynamics, and if you only have one class in that grade level, you’re stuck. And there is often less diversity at a K-8 because of the narrower catchment area.
The research seems to say that there isn’t a clear advantage of one over the other. I think it’s much more important to look at how a school is managed, regardless of the configuration.
An important question that you raise, and that was raised in the workshop at the CPPS Parent Leadership Conference, is how do we measure success with this whole experiment—and by extension, at what point would we pull the plug. I think it’s important to remember that many of the middle schools that got dismembered were not working very well. I think the root problems are still with us, however—we don’t have an educational vision for the middle grades, the curriculum is often not challenging enough or engaging enough, the suspension rates for children of color are way out of line, etc. These are issues regardless of the configuration.
So where do we go from here? Building on the last point, we need a clear evaluation of whether students will be getting a better education after full implementation of the K-8s than before. If not, then we need to carefully map out some better options. I think that part of the challenge is to “reinvent” middle grade education—this is a time when students are very active, and so there are great opportunities to involve them in project-oriented learning, and connect them with the greater community. This is also a time when parents may need some guidance shifting from hands-on to a different level of involvement, that focuses on building skills like time-management.
The school choice policy that we have is clearly part of the issue in K-8s as well as high school. I think it’s clear that if we allow unlimited transfers, it can make it very difficult for a school that loses families to recover. Maybe we need to limit neighborhood school-to-neighborhood school transfers, to prevent schools falling below a certain population. On the other hand, that might lead to more families jumping ship to private schools or charters. I think we need to get the issue on the table for discussion, however, because it doesn’t serve anybody when a school’s population slowly drains away.
The optimum solution, of course, is to improve our neighborhood schools. I have worked on and will continue to work on key factors like improving procedures for hiring and evaluating principals. I’m hoping that the current round of negotiations with teachers leads to a joint committee which will work on improving teacher evaluations. I’ve played a major role in laying the groundwork for building system supports for parent involvement. I think there are management systems that can be introduced that will help shift the Central Office to supporting schools as opposed to imposing on them. I was a founding member of the Community Education Partners, which is pushing PPS to address the suspension/expulsion rate for children of color, so far getting very little traction. This is an issue I bring up at every gathering I’m at, as one important priority among the many issues of equity that need to be addressed in PPS. And then there’s the vision thing for middle grades.

In the effort to fight the “poverty is no excuse” crowd, education researcher Dr. David Berliner reviews a half-dozen out-of-school factors that have been clearly linked to lower achievement among poor and minority-group students: birth weight and non-genetic parental influences; medical care; food insecurity; environmental pollution; family breakdown and stress; and neighborhood norms and conditions. Additionally, he notes a seventh factor: extended learning opportunities in the form of summer programs, after-school programs, and pre-school programs. Access to these resources by poor and minority students could help mitigate the effects of the other six factors.

Portland Public Schools staff gave the school board the first look at it’s ideas for a high school system today, and Willamette Week reporter Beth slovic gives us the first public look.
There’s a lot to like, including the fact that balancing enrollment and opportunity, something I’ve long advocated, is a salient factor in the thinking. Model B looks quite a lot like something I’ve seen somewhere else. Models A and E also have a lot to recommend, and are based on neighborhood attendance.
Kudos to Carole Smith and her staff for seeming to get to the basic truth that we must balance enrollment in order to pay for equity of opportunity.

Community and Parents for Public Schools (CPPS Portland) held a parent leadership conference on February 28, which included a workshop on K8s. CPPS co-founder Scott Bailey, who is running for Sonja Henning’s zone 5 seat on the school board, sent out a summary of comments and questions from workshop particpants (see below).
Since CPPS has been generally uncritical of Portland Public Schools policies, and Scott Bailey is running as a CPPS candidate — CPPS board members Kathy Couch and Rick Barasch are his campaign manager and treasurer, respectively — I thought it would be informative for Scott to express his own opinions about what many consider to be a botched K8 reconfiguration. Here’s the e-mail I sent him yesterday. I have extended Scott an open invitation to respond in a new post on this Web site, and articulate his own vision for how middle grade education should look in Portland.
It’s pretty clear to me and many parents and teachers I’ve spoken with that, as you allude to, K8s that started as middle schools can do pretty well, but K8s that started as K5s have immense problems — facilities, staffing, etc. — that aren’t going to be solved without spending a lot more money, which is obviously in very short supply these days.
We’re already spending a lot more general fund money than we ever expected on these schools, only to put middle graders in portables without access to electives or age- and curriculum-appropriate facilities.
You note the lack of a K-8 option on the west side in #3 (Skyline notwithstanding, I assume), but fail to mention the lack of a middle school option in the Jefferson and Madison clusters (as well as in broad swaths of the Roosevelt and Marshall clusters). If we’re serious about #10 (“District needs to ensure equity in all schools”), this is a glaring inequity. Why do we treat middle schoolers in one part of town differently from those in another part of town?
Or, to be more explicit about what’s going on: Why are poor and minority students disproportionately assigned to K8s for middle grades, while white, middle class students have generally maintained access to comprehensive middle schools in their neighborhoods?
There’s a fiscal responsibility question here, too, since comprehensive middle schools provide vastly more opportunity at lower cost due to the size of student cohorts. For example, a 400-student middle school gets around 17 teachers in the current staffing formula, easily enough to provide all the basics plus a broad array of electives, advanced math and performing arts. A K8 with, say, 100 students in the middle grades, gets a little more than four teachers for those grades. How many electives are they going to provide?
How much more do we have to spend to give these students access to electives, adequate science labs, advanced math, and performing arts? How do we justify this additional expense, when these things are essentially free with the middle school model?
In other words, what are the specific benefits of this model, given its dramatically higher (and still not fully known) costs, and its relative dearth of academic opportunity when compared to the middle school model?
Are these benefits somehow specific to poor and minority students? If not, why not implement this model district-wide? What metrics can we use to determine if these benefits outweigh the cost to the district and students, in terms of higher spending and lost educational opportunities?
More to the point: How are ethnically and socio-economically segregated, self-containted eighth-grade classrooms preparing our at-risk youth to be successful in high school and beyond?
Other than a stated desire to follow through on a decision by a previous administration, Portland Public Schools board members and staff have have failed to articulate an overall vision and rationale for this reconfiguration.
I’ll appreciate your thoughts on this, since you’re aspiring to a policy-making position currently occupied by a director who opposed the K8 reconfiguration.
Participant questions and comments on the CPPS K8 workshop
1. Things have improved at Vernon in terms of course offerings (Spanish, PE, art, algebra) with a full rotation of teachers for students. There is only one sixth-grade class, which is a big concern. The 7th and 8th graders are segregated from the rest of the school in portables, and do not feel welcome in the school. PE equipment is inadequate for the older kids, and the gym is too small for activities for them.
2. Faubion: same issue with lack of integration of 7th and 8th graders. Mentoring programs linking older and younger kids need to be started.
3. No K-8 option is available on the west side.
4. Loss of electives in the switch from middle school to K-8. This can lead to a vicious cycle, where low FTE lowers offerings which makes it hard to keep families at the school.
5. Roseway Heights–lots of positives. 8th graders can get high school credits for algebra. Art and band are offered. Lots of linking of older and younger kids–maybe it helped that it was a middle school growing down rather than an elementary growing up. School is packed, enrollment-wise.
6. District needs better communication (resentment that communication just seemed to stop), and another K-8 meeting with parents.
7. Anger over the Pearl District decision–inconsistent with recent closures of small schools in other areas.
8. Astor: biggest issue is space– no room for library, science lab, etc.
9. Question: how will the K-8 programs be evaluated?
10. District needs to ensure equity in all schools.

Johna Edelman, head of Stand for Children, addressed the City Club of Portland last Friday on the topic of improving education in Oregon, even as we face budget cuts.
He identifies three ways to improve things: teacher and principal quality, autonomy within a framework of accountability, and time.
Edelman had some good points about teacher pay and training, and the need for good and supportive principals. He also made valid points about our antiquated agrarian school calendar.
The autonomy bit raised some red flags with me, of course, since I’m very well versed in how that’s worked out in Portland. But first, here’s what he has to say about it (1 min. 32 sec.):
If you don’t have audio, here’s what I think are his salient points: accountability equals test scores. “When I say free [principals and teachers] up, I mean free them up to help students reach high academic standards set by the state and then hold them accountable when they don’t.”
Edelman doesn’t let the fact that Portland Public Schools principals in poor neighborhoods have not always made the best choices deter his optimism: “…when schools are freed up from bureaucratic rules, and given the autonomy to decide how to make maximum use of time, people and money, educators can do a far better job of providing the personalized, rigorous, engaging education that meets the diverse needs and taps the diverse strengths of students.”
At this point, I threw away the question I was going to ask him about the role of Stand in Portland school board elections, and decided to ask him how we can assure that with autonomy, poor schools don’t just become test prep factories (2 min. 13 sec.):
Edelman points out that we’re not as bad as Washington D.C., where they do 52 days of test prep (so maybe we should be happy with that?). And while he makes a valid point about special ed and ELL money from the state not fully following students, he completely missed my point about PPS principals in poor neighborhoods cutting non-core programs (music, library, etc.) to focus on “academic achievement”.
I’d like to invite Jonah out to a tour of our second-tier system in the Jefferson, Madison, Marshall and Roosevelt clusters to see just how well autonomy has worked for the invisible half of Portland, the half that doesn’t always get the things other parts of town take for granted, like college prep, world languages, boutique condo schools, music, art, chemistry, civics, calculus literature and libraries.
